This lays the initial groundwork for enabling the
use of IsolateGroups.
Every isolate in V8 is created within a group. When pointer
compression is enabled, all isolates within a single group
are limited to a 4 GB shared pointer cage. By default, all
isolates in the process share the same group, which means
that when running with pointer compression, the entire
process would be limited to a single 4 GB shared pointer
cage. But, we can create as many IsolateGroups as we want,
limited only by the amount of virtual memory available on
the machine.

This pr introduces the support for tagged templates
And an LRU to cache the templates. We introduced a
new object called SqlTagStore that holds the ref
to Lru. This acts as the main object that allows

Previously, selecting subsystems with numbers in their names, like
http2, weren't matched due to a restrictive regex:

The regex now allows digits, so these tests run as expected:

As a first step to porting portions of the pino structured
logger into the runtime, this commit ports the SonicBoom
module to the fs module as Utf8Stream.
This is a faithful port of the SonicBoom module with some
modern updates, such as converting to a Class and using
Symbol.dispose. The bulk of the implementation is unchanged
from the original.
